National Collaborative Framework for the supply of Nursing and Nursing related staff 2012 - 2016
This national framework agreement (Contract ref: LPP 2013-00005) commenced on 14th May 2014 and was established in collaboration with three other NHS procurement hubs to meet the need for ensuring the provision of quality temporary and permanent staff from the UK and overseas. The contract is for an initial period of two years, plus two optional one-year extension periods.
Benefits of the contract
The framework provides NHS customers and other public sector bodies with access to a wide range of suppliers who are able to provide nurses and nursing-related staff covering a wide range of specialisms. The framework provides for both temporary recruitment and permanent recruitment from both within the UK and overseas.
The framework uses an amended version of the national set of terms and conditions of contract (available in the Supporting Information area).
Prices are competitive and the framework agreement has a transparent contract pricing mechanism. NHS trusts and other public sector bodies can release efficiency savings through negotiating service level agreements and benefitting from additional discounts for volume of business agreed with the appointed framework agencies. The volume of business discounts are the same for each framework agency and can be viewed on all the rate cards on the pay and commission rate pages.
All suppliers have had an on-site process audit as part of the procurement process and agencies will continue to be audited on an annual basis to ensure compliance with pre-employment checks (please see the related pages on audits).
The national framework is divided in to lots which cover the different regions of the country:
Lot 1 a & b: Inner & Outer London managed by NHS London Procurement Partnership
Lot 2: East of England/Midlands managed by East of England NHS Collaborative Procurement Hub
Lot 3: North of England managed by North of England Commerical Procurement Collaborative
Lot 4: South of England managed by NHS Commerical Solutions
Lot 5: International Recruitment (all regions) managed by NHS London Procurement Partnership.
NHS trusts and other public bodies should contact the relevant hub managing the framework in their region for any general framework queries and must complete the relevant access agreement for the lot prior to any use of the framework. An extensive range of agency nurses in a range of bands are provided in the framework:
- Community nursing - bands 2, 3, 4, 5, 6, 7 and 8a
- Critical nursing - bands 4, 5, 6 and 7
- General nursing - bands 4, 5, 6 and 7
- Mental Health - bands 2 to 8a inclusive
- Midwifery - bands 4, 6, 7 and 8a

These bands and specialities are supplied against a generic set of job profiles which were developed by relevant stakeholders and reflect Agenda for Change national profiles.
